SURF PINES ASSOCIATION

REPORT OF THE LONG RANGE PLANNING COMMITTEE

During several meetings in the spring of 2001 the special committee appointed by President Ralph Todd identified a number of potential projects that could maintain or enhance the quality of life in Surf Pines.

ROAD PRESERVATION

The Association is responsible for the maintenance of about seven miles of paved roads and shoulders representing an investment of $ 2 to $2.5 million. It is important that they be regularly maintained so that it will not be necessary to reconstruct them after serious deterioration occurs, the natural result of a lack of maintenance. Funds should be set aside each year that will enable us to properly care for our roads, including shoulders.

GATEHOUSE

Our gatehouse was originally built in about 1952 for use as a real estate sales office. It has served as the home of our Security Manager for many years with little modernization. It is barely adequate for a single person and at times a well qualified person may be part of a couple. Then it is really just barely of adequate size. The garage is used both by the occupant and the Association for storage. Recently we have added the four flood control pumps and there is not really enough room for all of the hand tools, signs and other materials we need to have on hand. The existing structure is located on the 80 foot Surf pines Lane right of way and it appears there is not adequate space for a larger dwelling and for the roadway and while still complying with building setback rules of the County.

We think three options exist to developing a replacement dwelling:

    1. Stay on the existing site with adequate improvements to the old building, such as a second story, and acquiring additional land from an adjacent property owner if necessary.
    2. Move the road towards the north or south property line to increase the land area available for a dwelling. If this option is selected it should be detailed before new gates are installed.
    3. Locate the house away from the gates and convert the gatehouse to only and office/meeting place and storage.

Having a comfortable but not elaborate residence our Security Manager and adequate storage area for records and for equipment is the most important need in our judgment. Energy and resources should be committed to developing a plan during 2002

and finding the resources for achieving it the next 3 to 5 years.

GATES

We know the Security Committee is working intensely to develop a plan for providing gates that are reliable. After road maintenance and the presence of our Security Manager this is the most important service of the Association. If our gates don’t consistently permit the easy access of authorized persons and prevent the entry of others, one of the principal services of the Association is not being provided. Energy and resources should be committed to completing this project in the next twelve months.

PLANTING OF TREES

A few years ago Norma Keever planted Shore Pine along Surf Pines Lane to replace trees lost during storms and high winds. There are several short stretches along Manion Dr. where trees have died or been removed because of storm damage. We encourage the Roads and Grounds Committee to plant seedlings in these areas. We think that a number of property owners have an abundant supply of seedlings that they would be happy to make available.

RINGNECKED PHEASANTS

One of the delights of life in Surf Pines is waking up to the crow of a Ringnecked Pheasant or watching one strut across the road. To encourage the population of birds to continue to prosper the Oregon Department to Fish and Wildlife recommends that wild rose be planted or protected because it provides the best protection from natural predators, raccoons, skunks and cats. Homeowners should be made aware of the value of wild rose and encouraged to retain it in new or updated landscape plans. The Roads and Grounds Committee should likewise seek to preserve the maximum amount of wild rose on Association property.

OTHER

In addition to the above, we suggest that the Association should continue to seek membership status of the five property owners within the gates who are not presently members of the Association. We also suggest that if the Surf Pines Water Association disbands, some arrangements should be made by this Association to represent our members’ interests to the City of Warrenton

Several other subjects were discussed but we concluded should not be pursued at this time:

    1. Improvement of our park. We think it fills the needs of the community in its undeveloped state.
    2. Purchase of land at the north gate for a second gatehouse.
    3. Incorporation of the community as a city.
    4. Establishment of a security district to finance services with property taxes.
    5. Construction of a third access road to U.S. 10l.
